Federalism

In 2017 the government of South Sudan introduced the concept of thirty-two states and implemented them, causing havoc throughout the land against the will of the people and the law. Thirty-two states tribalized and ethnicized the country, which eroded national unity and progress at the time. The creation of thirty-two states controlled natural resources and specific communities' claim to land while excluding others from the same ground. The problem in South Sudan is not about land or natural resources.

Still, the oppression of the civilians from their national wealth and lack of investment from their own country, but the current regime is great at scapegoating their responsibility. The thirty-two state was another great distraction that caused havoc and reignited conversations, feelings and attitudes that have undermined nation-building. In 2020 the country returned to ten states by the opposition's demand in the transitional unity government. Ten states were lawful and what is recognized by our citizens and during our referendum in 2011. Federalism is the solution to the problems facing the collective population in South Sudan.

We shall establish a federal system of governance. It is the best way of sharing political power and wealth in South Sudan. Therefore to achieve social, political and economic transformation, full implementation of federalism is critical, especially the devolution of resources to the lower levels of government. This shall ensure that the distribution of income in the economy leaves purchasing power in the hands of the common person/woman and at the same time enable even distribution of economic development and national income among persons, groups of persons and regions to avoid creation or emergence of separate development and concentration of wealth in the hands of a few or particular regions. Establishment of federalism as the system of governance shall:


Empower the national, state and local levels of government to have their own executive, legislature and judicial organs. Empower the states and local government to have their local forces (Police, Correctional Service, Wildlife and Civil Defense) and deliver essential education, health, communication, infrastructure services, etc. Through devolution of powers, empower the States and local governments to exercise concurrent powers in developing natural resources such as mining, energy, oil and gas, agriculture, forestry, animal resources, fisheries, and public utilities.
